This is a very timely topic, Ryan. You lay out the issue concisely, show advantages and diadvantages of these tools and also givea nicely personalized synopsis of the issue. Caught a coup;le of minor typors here: parents are diveded (sp.); and I believe that you wanted to word "legislation" rather than "litigation" in terms of what states would like to create in response to this issue.
